What is the definition of legal code? How does one write it? What does it usually encompass? Sorry, more than one question, but I really need to know!

The "code" is the body of statutory laws passed in a particular jurisdiction (state or federal).

For example, all laws passed by Congress become part of the United States Code.

Some states further sub-divide their laws into categories. So, for example, in California, you have the Probate Code, Civil Code, Criminal Code, Health and Safety Code, etc.

Code in this case means a set of rules or principles or laws (especially written ones)

Laws are written by the legislature. A law starts first as an idea and then becomes a bill if it has a sponsor who is a member of that body, ie, House of Representatives, or Senate. A bill becomes a law if it is approved by the 2 chambers: the senate and house of representatives. Then it must be signed into law by the Gov or Pres.
