The low temperature can happen any time, just like high temperature.
Most of the time the low is hour or two before dawn. and High is about hour or two before sunset.
In many area the temp is the average in a 15 min period, but it don't have to.
Today in my area the coldest was at 8 and 9 am hour and the warmest was at the 4 pm hour.
7pm now and I don't think it will get colder then the current low but midnight.
Look for local observation for your area.

Low temperature is recorded just one or two minutes after the sun rises and after that, sun's radiation starts heating the earth and temperature starts rising.High temperature is recorded between 3 and 4 PM when the sun starts descending and the earth starts giving up the heat.These timings may change when some weather system affects the place.

I believe its around the time the sun starts setting in is when the temp starts going down If you live in California. I live in a state (MN) where night temperatures are higher than daytime temperatures during the winter. They can go down by 20 degrees during a thunder storm that would last 10 min. You need to do more research with what ever your trying to do. In some cases the sun (day or night) has nothing to do with weather patterns or temps.

The "low" is taken when the temperature begins to go back up. Likewise, the "high" is when it begins to go back down.

usually around 3am. you might think it would be at midnight, but the earth is still retaining some of its heat from the day, and it takes a little while to cool down. the high is also around 3pm, and lasts for about 2 hours.
this is also why the hottest part of summer is around the end of july, and the coldest part of winter is around the end of january instead of June and December, respectively.

It could come during the day or in the morning, or at night... Like it could be at 7:00 A.M 70F and at 10:00P.M it could be 45F.
