Free performance modifications:
WEIGHT REDUCTION
Dump your spare tire and jack and rip out everything you dont use.
if your car has ac or cruise control (auto), get rid of it. If you dont use it its just extra weight.
WHAT ROBS YOUR CAR OF PERFORMANCE?
Using extra equipment that isnt necessary for engine operation:
Alternator. Your car can run with out. Rig a shut off switch into the wiring harness. Turn it off when you need a quick boost of power, but remember to turn it back on, or your going to have no battery.
Restricted airflow:
port and polish the intake... reduced resistance=easier air flow=better preformance. If you have the basic sense of automechanics, you can do it with a dremel or dye grinder.
you can also port and polish the heads, but this is a bit more technical, and if you dont have a good understanding of how things flow, you should attempt to do it yourself.

now the cheapest mods for the money:
cold air=more dense=better performance.
Pheonolic intake spacers. they are placed between the intake and head to keep things cool. For $60, i gained 13hp... (and ask anyone, thats amazing for the price).
The next cheapest thing would be throttle body spacer... it pretty much does the same thing. $60, but only 6 hp.
cold air intake. my project car doesnt have much of an aftermarket, and every intake they made was $200+. i went to the hardware store, bought a 3 inch aluminum outdoor light post for $15, took it to a muffler shop to have it bent... 2 mandrel bends later-$15, i had a filterless cai... a quick trip to autozone, $15 k+n filter 12 hp. If you saw the intake, you wouldnt believe that it costs $50 total.
Regular maintenance- change your oil, change your plugs and wires, do an engine flush every 30-50,000 miles, change filters.
I personally think the best modification for the money is a transmission cooler. Im not sure if you actually gain hp from this, but it will the prolong the life of your tranny.
Those are going to be the cheapest modifications for the money.

Get you flywheel lightened and then resurfaced that alone will give you better throttle response and increase acceleration. It should be under $100 at a machine shop. Heavy flywheels are only needed for heavier cars. Your car is pretty light. Taking weight off the flywheel will mean you will not lose as much horsepower between the crank and wheels resulting in a noticable boost while accelerating from a stop.

get a lift kit for the rear wheels and put big tires on the rear. you will always be going downhill. also a big wing on the trunk. the bigger the better. picnic table is about the size you need. last but not least, a football launcher muffler in place of the factory muffler. it makes a nice bumble bee sound, too. this is all good, but there is no way to get better gas milage than throwing the keys away and taking the bus.

It depends on how much increase are you expecting. If you are really low on budget, these are what I recommend,

1)Install a cold air intake system(AEM recommended) or you can also customise your cold air intake system by installing a trunking from your bumper to your air filter box with a aftermarket drop in filter. Stainless steel mesh drop in are recommended.

2)Install a aftermarket exhaust system. Wide variety of brands are available.Example Skunk, Mugen,Fujitsubo etc.

3)Install a voltage stabilizer & grounding cable kit.

4)Install a bored throttle body.

5)Install a piggyback ECU(Dastek Unichip recommended) or a VTEC/Air Flow controller such as Apexi VAFC.

Nothing that is worth the trouble. It has 106 HP, and this is not sufficient only in the mountains. If you want to compete with some corvette, don't - you will see it around the corner waiting for a tow truck...
