I'd suggest ActivePerl or ActivePython: http://www.activestate.com/
(From the same site you will find the Komodo IDE which is good).

If you'd rather work in Java, then you should grab the latest development from http://java.sun.com/javase/downloads/index.jsp
You'd probably find the Eclipse IDE useful too: http://www.eclipse.org/

Or you might like to give XUL a try: http://developer.mozilla.org/en/docs/XUL

There are other languages as well, of course.

IF you are referring to write programs yourself I suggest PHP open source free and relatively easy to master (similar to Perl but has more of the properties and similarities of many other languages such as Java or C+). Visual Basic is also relatively easy to master especially of its User Interface and ready made object oriented language.
If you are referring to program editing software such as text editing software I would suggest coffeecup.com or macromedia homesite for scripting languages and Visual Studio by Microsoft (MSDN).
