Can an auto electrical short 11-12 volts not blow a fuse?

I have a short after the engine dist box on a 92 f150. I have pulled all fuses, breakers, and relays one at a time.

Yes. Did you find which circuit has the short?

What should be measured at the short is how much amperage, fuses are based on amperage.If the short is 10 amps and the fuse is a 15 or higher.The fuse will not blow.
