Asus laptop doesn't let me use web cam?

Asus laptop has built in camera but it won't let the user see or ask to be seen with other users, with the email address already installed

They have hot mail and instant message but it won't let the other person see the person she is emailing to.

you cant use a webcam in e mail, you need to have an IM program installed such as msn or yahoo messenger or aim
