Since hydrogen peroxide is a ready source of oxygen, it is relatively unstable, and loses its power quite rapidly. 2 Moles of the stuff will yield 2 moles of water and 1 mole of oxygen if it is 100%.

The trouble is this - when you buy the stuff, it's rated in volumes, with the lower numbers indicating less oxidising power therefore less oxygen availability. No matter how close to 100% you think you can make the stuff, it will decay into the components as stated above.

What you might like to consider as a product is a "dip" paper to determine chromium 6.

I've made these dip papers nearly 23 years ago, but they were notoriously difficult to reproduce. The chemistry involoved is the sym diphenyl carbazide method which yields a violet colouration proportional to Cr 6 concentration. No commercial producer has ever sorted this out yet. Go on - have a go.

I'm not sure what you mean by making hydrogen peroxide "better"...but it will keep longer in solution if refrigerated.
