There are several possibilities, but they all depend upon motives for your friend's behavior.
The first is if she is talking about it constantly, but not really doing half of what she says she is. She could be saying this for the shock value and attention. The more you react to her talking, the more she will do it. Changing the subject or telling her that you would just as soon not hear this should help.
The next possibility is that she is doing these activities and has no idea as to the consequences. If this is the case, you should tell her the negative side of her actions including STD's and pregnancy. There are no cures for Herpes or HIV. One tiny mistake will put her in a world of hurt for the rest of her life.
The last major possibility is that she knows what she is doing but cannot stop. The combination of hormones and emotions drives her to repeat these behaviors as many times as she can. This is part of her personality. For her, males are for sex and the more sex the merrier. She cannot help herself. You will have no effect on her. She needs professional help to change, so it is not your place to judge or help her. The best you can do is tell her to get help.
