There are many programs. She should probably go see her guidance office to see if there are specific programs that her school is affiliated with. If not then she should be able to find some on the internet.
Make sure she checks the requirements of the program and the school she will transfer to. Some schools immediately make their foreign exchange students seniors, juniors, or allow them to be either. She does not necessarily have to actually be in that level of school. She will also need to learn the language well enough so that she can understand what she is learning! I have heard of some programs that help the transfer students to learns their new language. Some programs also take the kids in their program on field trips around the country they are students in which can be lots of fun and many kids meet new friends from more countries!

I was en exchange student to Japan in 2005.
I went through a program called Youth For Understanding. You can even get scholarships like I did and send her for free.
There are other organizations, like ASSE and AFS and Rotary.
