Herbert Hoover was one of the worst, but George W. Bush is giving him a run for his money. Hoover's corruption was probably worse (believe it or not) and his mismanagement of the economy was definitely worse. However, Hoover did not start a meaningless war that led to the deaths of thousands of US and foreign citizens.

HANDS DOWN - This total incompetent that we have as President, started a War and Occupation based on lies, deceit, and total arrogance. He has failed to study history, as well as the Islamic Religion, he knows nothing of foreign policy and listens to no one who could give him sound solid advice. This President scorns the Constitution and the Bill of Rights, he has tried his best to suppress the first amendment and has virtually negated the 4th amendment through the unpatriotic Patriot Act. Seriously when the Writ of Habeas Corpus can be suspended at a whim by a law enforcement agency under the guise of terrorism, America has a real problem. Domestic spying continues though it is illegal and unconstitutional. This President is a menace to America. America will not fall to some terrorist organization or foreign power, it will fall from within and President George W. Bush is pushing toward that fall very rapidly.
TO: DUKE OF DIXIE ----- George W. Bush is using the same tactics as President Abraham Lincoln -- Lincoln suspended the Writ of Habeas Corpus and had virtually the entire State government of Maryland thrown into prison. As for the suspension of the Writ of habeas Corpus, Bush has done the same through the use of the Patriot Act, there is no difference. Here in the South the same ones condemn Lincoln and praise Bush. Bush cares nothing for the rights of individuals, there is no Civil Liberty. Damn the whole administration for its lies and deceit on the American people.

Abraham Lincoln who caused the death of over half a million Americans, how can I say this, because the South seceded because he was elected president, now here's his options, 1. offer to resign from office and let the nation come back together 2. leave the South alone and let it secede from the union(as it had a legal right to do) 3. Knowing that Fort Sumter was in Southern territory and if he attempted to resupply it or sent reinforcements, that this would be considered an act of war on his part, because no country would allow a foreign army installation to be placed in their country and constantly resupplied, he knew that if he attempted this , the South would fire on them. But Lincoln says the South started it, but let me say this, if you live on one side of the road and I live on the other side, and we both know that if we cross that road and enter the others territory, that a war will be started, so if I crossed with my rifle in hand on your side and you shot me, Who started that war? I think it would be me, for deliberately crossing the road and entering your land, knowing full well that you would shoot at me and start a war.

I say it depends on who is measuring the effects of their policies. Many historians are saying George W. Bush while the military-industrial complex says Jimmy Carter.
If you were to measure a president's success by his morality and ethics then Jimmy Carter would be the clear winner. In or out of office his life is a sermon of brotherly love.
Pres Bush may not be remembered as the best US Pres but he will, in the minds of many, be forever linked favorably with "Conservative Compassion."

No question.... JIMMY CARTER...
Both on the international front and domestic policy, there was not one area that he did not screw up.
Here are just a FEW examples.
Domestic. Inflation rate of 18%. It was so high, they had to remove the credit card interest limits which previously had been limited to 12%. Now we still suffer from high credit card rates. The high inflation rate was great for those with lots of money in the bank as they could by CDs at 20% and make even more money. For the poor who lived paycheck to paycheck, this was one of the worst times. To keep up, he raised the minimum wage FOUR times in FOUR years, feeding the inflation even more.
He turned his back on our strong ally the SHAH of IRAN and turned IRAN to the Dark Side. In JAN 1977 when Carter took office, IRAN was a strong ally in the middle east and a good counter to the ambitions of USSR backed IRAQ. But two years later in JAN 1979, thanks to Carter, the Shah was over thrown and a violent rabid anti-American government took over in Iran. A government that we are still having to deal with.
In NOV 1979, American hostages were taken in IRAN and Carter did nothing to get them out. His micromanagement of the lame "rescue attempt" was a national embarrassment.
In DEC 1979, the USSR seeing the loss of US power in the middle east, invaded Afghanistan. Carter said he was,"Shocked." Under his orders, the USA started funding "freedom fighters" in Afghanistan. Osama later became one of those fighters.
In 1980, Iraq, seeing the USA no longer supported IRAN, invaded and that ended up an 8 year war with hundreds of thousands killed.
In 1980, to counter claims by Reagan that he was weak on the military, the Carter campaign leaked the secrets of STEALTH TECHNOLOGY and the B2 BOMBER, neither of which were yet operational!. (Notice the Democrats are going nuts over the leak of the name of ONE female spy by the BUSH administration but when Carter leaked TOP SECRETS, nothing was said by anyone. )
Carter also made the first move away from MAD, when he ordered the US military to retarget from USSR cities to military targets. Besides being the first step if you are planning a first strike, it was a move away from MAD and towards the view that there is some military use of nuclear weapons. (Today that move is coming back to haunt us, as the BUSH administration is considering using B61-11s to take out Iran's nuclear assets.)
Lastly, Carter acting as envoy for Clinton, went to North Korea to talk about their yet unfinished nuclear program and came home with "peace in our time."
Even when he left office, Carter continues to screw up.
He should stick to building cheap houses for the poor.
