I want to know if it is okay to have a non-sexual relationship with someone over 18 with a 4 year difference. With parental awareness and approval.

If there is more than three years age difference and one person being over the age of 18 , that makes it rape according to Oregon laws. Better not let the authorities find out or the older one could go to prison for a while.

A non-sexual relationship doesn't involve consent laws.

Be aware of how the state defines "sexual relationship" however. Some older laws include kissing or even holding hands (without three feet on the floor) as sexual activity.
