There is a manual workaround for this but it is not a fix. Open an explorer process by 1. Hold down the windows key (between ctrl and alt keys) and press e or 2. click Start then click Run and type: explorer. Once explorer is running type a url in the address bar (e.g. www.google.com) at the top and you should have a browser you can use.

that happened to me too once so i went into "my computer" and went o "Internet options" and saw that it was on an option to not let me on the Internet at all so i changed it back to what the option used to be (it might be different if your on up dial-up cos I'm on broadband.) and it let me on the Internet again but the box saying there is a problem keep-ed on coming up and wouldn't go off. so i got a health check but it still comes up but does effect my Internet sometimes by closing the window not all the time(sometimes every window up at the time Internet or not)but when the box comes up click on "don't send" ad it should close on its own. but i just leave it cos I'm getting a new computer in may so it shouldn't happen then.

If you cant surf the internet at all on the affected pc you will need to use another computer to download and save either an update to the newest version of internet explorer or Firefox, either one is ok and both have advantages and disadvantages. You will then need to transfer the file to the affected pc and run the saved file. This should solve the problem. go to

stop using internet explorer and get http://www.mozilla.org/firefox then get the fasterfox extension (plugin) to speed firefox up to the speed of internet explorer.
firefox will make photos look way better.
make firefox your default browser. if you don't all links will open in internet explorer when you click on them.

What i would try to do is go to this site
http://www.microsoft.com/windows/downloads/ie/getitnow.mspx
and install IE7 again.
