The Food and Drug Administration yesterday offered new, nonbinding guidelines to food processors to try to reduce the risk of food poisoning in fresh-cut produce like bagged spinach leaves, sliced tomatoes and imported melons, but acknowledged that it could not say with certainty what caused the recent outbreaks connected to E. coli and salmonella, or how to stop them.It has taken the F.D.A. seven years to issue advice to the produce industry on how to reduce the risk of food poisoning in fresh-cut produce. Once again, the federal government lags behind the efforts of some states to improve food safety. After the recent series of outbreaks from cut produce, culminating in a huge recall of spinach contaminated with E. coli O157:H7 that resulted in three deaths and the sickening of nearly 200, the California produce industry, whose sales plummeted, decided not to wait for Washington to act and drew up stringent rules to reduce the risk of food-borne illness from the increasingly popular bagged cut greens. The rules cover water quality, worker sanitation and wildlife control.
In December industry groups called for government regulation.

What it said was that food poisioning was happening in fresh cut produce. The stores did not have to do a thing to stop the poisioning in the produce but they had to with the meat they sold.Then it tells of attacks and ways to prevent.
