I have three sons, and I have bathed them all the same way.
I put a few inches of warm water in the bath, just enough to reach their unmentionables.
Put the baby in the bath, sitting, and sit right there with them. Don't leave them, don't look away. Make bathtime an interactive experience, play with them.
I always washed their hair with the washcloth. Get their hair wet, use a babywash to wash their hair, and rinse with the washcloth.
Wash their bodies by using a small squirt of babywash, first the face, then the torso, arms, hands, legs, feet, and lastly the unmentionable areas. If it's a boy, make sure to get the penis, and if it's a girl, make sure to get both of the labia.
Wrinse using the washcloth, and you're golden.

My 10 month old takes a bath in the big tub like a big kid. I turn on the water, without the plug in, and plop him in. Then using the detachable sprayer (a MUST with kids) I spray him off. Then I shampoo his head and soap up his upper body; then I lay him down on his back (there's no standing water since the drain plug isn't in yet) and soap up the bottom half. Then I rinse the bottom, sit him up, rinse the top (with the sprayer), and at that point he's either done, or if I have time, I put the plug in and let him play in about 3 inches of water, with me sitting right by the tub watching. He plays with cups and such, and crawls around, but is NOT allowed to stand in the tub; he gets his butt smacked if he does.

Put him in the bath (having tested the water temperature with your elbow first, of course), let him splash around a bit. get him out and dry him off.
By 11 months your little one should be able to sit and play unaided, but only a few inches of water AND NEVER TURN YOUR BACK OR LEAVE THEM ALONE - EVEN FOR ONE MINUTE

when my son was that age, i bought him a bath chair. it's a plastic seat that kind of looks like a small child's swing seat - like the kind u get at the park. suction cups stick the chair to the bottom of the bath, and when u have run the water and checked the temperature, etc, then u put your child in the chair. i found it really helpful as it supported my son, leaving me with my hands free so i could wash him. much easier.

Not sure what you mean by 'procedure'. Make sure your bathroom is warm, the water isn't too hot (ie make it tepid) and there's not too much. A few bubbles, a few toys, a warm cosy towel at hand and all your bits (soap, shampoo, sponge) are in the bathroom so you don't have to leave them alone. Get them in holding onto them so they feel confident. Splash a bit, give them a quick wash, hair wash, face wash, a bit more splashing then out to warm cosy towel?? Is that what you meant???

Is there one, make sure water is okay temp, and let them sit in the bath and have fun, at 11 months you shouldnt need any seats, but you will still have to watch them carefully.

I used a bath chair, I found it very useful, I cant see how they are unsafe, maybe some people feel that they can leave child alone in them, obviously thats a big no. It supported my son and I was was able to wash him well

Put about 3inches of water.......not much more. Never turn your back on him/her. Add a few tub toys and watch the fun begin. They are hilarious. I would use a mild bath soap when he/she is done playing and rinse and dry. Add a little baby powder and viola! Good as new.

The same as bathing a baby before that age. Wash their body, splash and play for a bit, take your baby out and dry/dress him/her. It's the same for bathing yourself, wash, dry, dress.
