This stuff doesn't react to normal cleaning. Can anyone recommend a method or cleaning product that will help me clean the wheels of my car?

If you have stained the wheels (alum type), you won't get it off. As suggested, 'get a brake tech to check'.
For the future, if it really bothers you, purchase cross-cut drilled rotors and use ceramic pads. BUT they are not cheap. There is, on the market, a cover that goes behind the wheel and over the rotor/caliper that acts as a dust cover. My opinion is they look cheesy, but it's your choice.

That 'black stuff' on your wheels is the residue from the brake pads as they wear.You can pick up a spray can of some 'brake parts cleaner' and this will do the job.You should have your brakes inspected for wear ,especially if this has been going on for a long time and you have not done any brake work on your car recently.

try using brasso and cotton , it will work but will take some time .
