Republicans historically are more compassionate toward the poor because they urge them on to personal responsibility to better themselves. Democrats have always been the party that premotes the welfare state and the corresponding mindset, which weakens the poor and keeps them in that perpetual self-defeat cycle.

Katrina proves it. He cares alot. His compassion stretches all the way to the veterans hospitals where brave soldiers he sent to the wrong place are being mistreated or under treated. Oh yea, he cares alright.
