Is this just one outlet or all of them in the house.? If it is just one, then unscrew the fittings and let some water flow out of it. There could be some scale blocking the line after the pipe change. I assume he sweated the line on? Either way, the piping was disturbed and something could have been knocked loose and is now blocking the line.

Usually you have a control tap either under the wash basin or in the cellar ..the control taps one for hot one for cold might not be completely open on the hot water side..if you have a system where cold water flows in and hot water out you could try lowering the speed of the cold water while highering the speed of the hot ok

First make sure the valves are open. But it may be that you have excess solder or glue in your new pipe. See if you can find a point at which you ever good water pressure and then work your way forward to isolate the problem spot

Air in the pipes maybe?

maybe the valve wasn't opened up completely. Find the valve and see if it will open more. This should be your problem
