I've always wondered how teams make them? Your help will be appreciated

Originally, most scoreboards came with a buzzer built-in
These were later replaced with sirens and train horns
Now-a-days a lot of venues use sampled sounds (.wavs) that are reproduced digitally

I learned in sciene that loud noises are produced by beats. This means that by the definition of beats that more than one pitch must be combined. The goal horns are a combination of tones and pitches that combine together to make a sound that will be loud enough to catch a persons attention. Physically, they probably make the sound in a program like iTunes.

The Penguins. purpose horns gotta be intense and loud for the purpose party! XD The group with the worst purpose horn for my section: The Anaheim geese, this is low, quiet and you would be able to truly hear it.
