My mom went to the ortho. doctor and asked the secretary if she could have a copy of the doctor's notes and she said no. Doesn't my mother have the right to have a copy of what the doctor has written about her? and where can i find the law or something that states patient's rights?

No. The doctor's notes are his/her own work product and do not have to be released to the patient. The other contents of her patient file belong to her and she can receive a copy of anything she wants.

Yes, your mother has a right to her medical records. But she has to request them in writing and give reasonable time for a copy to be made. The office may also charge for the copy.

She will also have to sign a consent for the release of information.
