Like if someone had a picture and then added graphics over it to hide a part of the image for whatever reason... I think I heard about an program I could get online that would do it or something like that? Any answers for me?? xo Sara

You can add or remove elements of a picture with software such as photoshop or GIMP. It really comes down to the format that it was saved as. For example, you can modify layers in a .psd file but a .jpeg is all one layer after its saved.

Most photo editing programs can do it with whatever its own proprietary format, but after the picture is exported into GIF JPEG PNG or whatever single-layer format it can you cannot do the stuff you hoped to do in that.
