It should go YYYY/MM/DD
which puts the thing that changes the fastest to the right, just as we do with numbers.

If it takes an act of Congress, it's going to take a while, and even then, it's not guaranteed (remember metric conversion slated to take place in 1975?)

I think it is because we usually say the month before the day when we speak, today is March 13th, so that transfers to 3-13.

Because Americans are idiots (sadly, I am one). It should be day-month-year or year-month-day. Then again, we also do not use metric. >.<
