Why do supervisors want these skills- Dependability, positive attitude and follow instructions?

well if you were a supervisor, would you want someone who is not dependable, always negative, and can't follow instructions? I don't think so...

Probably because they want people who show up on time and when they are scheduled to work, don't call in sick or make excuses and basically get the job done without further song and dance.

The ability to follow instructions would be instrumental for this to happen, and a positive attitude works along with it as well.

there is an old axiom in business circles,
the hardest part of the job is just showing up
you be suprised how quickly soon after an employee is hired
how quickly depedenbility becomes a problem
and if that attribute is found lacking, then usually the other 2 are also lacking as the employee has personal problems in their life, and as such affects them in more ways than one. Sooner or later ( and it's usally sooner ) ther person get terminated from their employee.

Well, my first bet would be because they want responsible and loyal employees in order for their business, or operations, to run smoothly and be productively lucrative.

As others have said, they are good qualities, but if you need to ask a question like this then you probably don't have these qualities.
