this may depend on several matters. First, consider your friend. is she trustworthy, will she pay you back, is she using you? Considering she is your "best friend" you should probably lend her the/some money. Also, if you do cross your arms and not help, this may pose a threat in your friendship as you may appear to be uncaring and not willing to help a friend in need. Also, take into consideration your position in the situation. Perhaps it is not even in your place to help. Did she ask for your help? Make sure you do not intrude and offer the help if it is not nessicary. On the other hand, if the situation is that your friend came to you, you should probably help her out considering by coming to you, you showed she trusts you. Hope I Helped!

I made the biggest mistake by lending my friend money, it ruined our friendship when she began to avoid me because she couldn't pay me back, I had to track her down to get my money back. We were friends for 6 years and money ruined everything. So, for me, lending money to friends is a really bad idea and if your friend is a really good friend he/she will understand if you can't lend them the money.
