Why did they change that system & who was for it's change ?

I am not sure, as far as I can remember the points were given for as far as you went in the tournament. I would guess that the change was made around the same time everything became more computerized. I know when I was traveling in the 90s 92-94 it was based on how far you got, so it had to be before that.

I liked that way of ranking also. It makes sense to me that you should get more points for beating a top ten player than you would one ranked in the 90s.
I think some people were upset though because you would still get the points whether you won the victory or it was a walkover.
