I love Whisper of the Heart. It's a Studio Ghibli film.
It's a romance about a girl who falls for a boy who is learning how to make Violins and will soon be moving to Italy. She comes across an antique shop where some of the items come alive in stories that she creates.
It's a little slow-paced especially if you're used to some of the more manic series like you've listed above, but it's a classic that deserves attention.

DNAngel is romantic, and also has action, but I'd suggest the manga it's WAY better. And there's one thing I've never seen but sounds similar to Love Hina, Negima and Chobits, it's called He Is My Master. Check this out; http://en.wikipedia.org/wiki/He_Is_My_Master I think it should be romantic. ;)
