Well he would have lost it if Bush had not won the election (if win he did!) over Gore. But Bush had been governor of Texas, where large numbers of leading PC producers were based. So Bush dropped the federal anti-Trust case against Gates, partly because he did not want to undermine employment in Texas. Bad for votes.
His monopoly is not over computers generally but over the PC desktop. People don't generally realize that PCs could run on a mass of different systems if people were encouraged to produce them, but there is no point in making the effort when PCs are sold automatically with Windows inside. It is only very recently that Dell has started selling a line of PCs with Linux in them. Before that you just had to buy a PC with Windows in it. You had no choice. And this remains the situation with the vast majority of producers. In fact Hewlett Packard is being sued by French consumer groups because it refuses to sell clients PCs without Windows inside. HP has even defended itself by saying that a PC without Windows is not a PC! Strange in view of the fact that over 15 years ago there were several systems that you could install on PCs,and one bought an empty PC and chose the system it would run on, buying it separately.
Nowadays you normally have to buy a machine with Windows in it and then go to the bother of uninstalling it and putting a replacement Operating system inside, usually Linux. Only computer buffs are up to doing that. Not your average user.
But it's not easy for Computer producers, either. There's a lot of competition around, and a little delay in sending them the latest Windows update could have exposed them to bankruptcy. So you don't bite the hand that feeds you and start experimenting around or annoying the powers that be. You keep your nose clean.

For years, we've had a very pro-business,
pro-monopoly administration.
That might change with Bush gone, but I wouldn't
count on much until then.

Microsoft did lose the anti-trust case brought against them. Didn't they? Microsoft offers a great product at a competitive price. The anti-trust suit should never have been brought against them in the first place.
