Good students are frustrated 'dragging' the poor performers along. How should parents handle the tears and anger of having to put up with the slackers?

Throughout school there will always be someone who is either ahead of everyone else in a class or at least thinks they are. As for dragging the poor performers; would it not be better to say that the better students are merely helping those that need it. The passing on of knowledge and all that.

As for how should parents handle it; thats easy if not somewhat comical, your parents should not of held the better students back when they were at school. If they were the better students they'd be affording a private education, and the whole point would be moot.

Well you could say that peer tutoring will help the kids that don't learn well from teachers get a fresh perspective on the material and maybe their classmate can relate it to them in a more age appropriate way. Some also believe that the best way to truly learn something (and not forget it right after the test) is to teach it to someone else. So if that's the case, then the advanced students can use that practice to solidify their knowledge.

Personally, I don't think some degree of "tracking" is all that bad.

the theory is that poor students will be set an example by the good students in relation to work habits, applicatio and motivation. if you are talking about behaviour issues then that is different
