how do I get them back on the bottom running horizontally ?

Hold down your left mouse button on the corner of the bar and pull it back down into the position you want it.

Click on a point of the toolbar and drag it back to the bottom. After you do this I suggest you right click on the toolbar and choose lack taskbar from the menu this will not allow for it to be moved at all to reverse this just repeat if you don't see lock takbar then choose properties and then you will see that you can select it there

fastest and easiest way

move your cursor over a blank area on the bar. hold down the left mouse button while dragging the bar back down to the bottom

I believe there is a "view" icon in your toolbar that will change that or maybe hit your refresh button.

All you need to do is click and and move the bar to desired location. I only know this for XP or below.
