It's kindof an anime thing..... but I have seen people with hair so black, the shines would be bluish in the sunlight....
better question... why is there a big arrow tatooed on a 12 year olds head?!?!?! (please don't really answer that)

The girls do to sometimes but i guess so that you can see the outlines of the styles and layers of it.
