check your local pawn shops, i bought my desktop computer for 200$ -- and its the best computer ive ever owned in my life.
people who are desperate for cash will pawn their perfectly good expensive stuff, like computers, laptops, guitars, tvs, and the pawn shop will resell for a decent price.

Unless you're willing to buy stolen merchandise from a crack addict I don't think you'll be able to buy any laptop that can even remotely qualify as "good" in that price range.

nope ive not see a laptop that meets your requirements for that much. honestly don't think you could find a legit one for that much other than the OLPC laptops but they wouldn't meet your requirements and are not sold to the general public atm.

for that price, no. i dont even think you can get an old clearance model that was on display at a store for that price.
