what is the difference and is any of them connected to the exhaust system? and if there is a difference, which is the one thats usually broken if you're boosting to high?

The waste-gate is plumbed in with the exhaust system and is usually the one that is broken if you are boosting too high.. If your boost isn't regulated.. it would most likely be because of a faulty waste-gate actuator.. it runs off vacuum and has a rubber plunger that can rip with time.
A blow off valve is plumbed into the intake tube and relieves intake pressure during gear changes..

A blow-off valve is just that, if the system for any reason over pressurizes the blow- off valve basically relieves pressure, preventing damage to engine.
Waste gate keeps the pressure steady, say at 12 PSI.

waste gate is really just to control how much exhaust is piped into the turbo to spin it up. It controls how much boost the turbo will make. The blow off valve is there to let off excess manifold pressure when you lift off the throttle.
