take them shopping(buy something for them) dance around, treat them to a good resturant or just plan a day to do the things u know they love THEN, IF U FEEL LIKE IT'S OK, slowly start to see what's the problem or why are they in a sad mood, u know just try to get them out of the sad mood by lending an ear, above all i guess the best is just to be there for them, help to slove the problem and give some advice.

a lot depends on what the problem is, sometimes people need to work out their own problems in their own way, in which case you just let them know that you care and you aren't too far away if they need you. Others need to be cheered up, and since you know this person best, you know just how to do that right? or maybe just a diversion to take their mind off the problem for a while, ask them out for a walk, and try not to talk to much, you might be surprised at how easily they start spilling out the problem, let them talk, they may not need answers, but they need to let it out.

put on some music with a nice happy beat reminding her or him that there will be better days ahead, some music from the 80's always works for me, but best of all: La vida es un carnaval, from Celia Cruz. I know many won't understand this in Spanish, but who cares when it's about a nice beat? Besides the song advice you not to waste time feeling blue and instead of crying SING!. If your friend is a girl, help her fix herself really nice and take her out for some ice cream while you listen to some music.
