More or less. It means that if someone is reading something to you, how many words per minute can you transcribe and be able to repeat back word for word?
Most forms of dictation involve using a sort of symbolic writing (a.k.a. shorthand) so that you can write as fast as a person talks. 60-100 words per minute is typically considered a 'useful' speed. Some people can go as fast as 200 wpm. These days, though, sometimes typing or other devices are allowed.
A standard dictation test usually involves hearing a standardized recording and seeing how much you can reproduce verbatim afterwards.

Can you take dictation, and how many words per minute can you transcribe from either a dictaphone tape or your shorthand notes?
Not a skill that is much requested these days outside of a law firm.

Something like that - basically the same as "Words per minute" for typing speed.
Do people do Dictation anymore? Also, if you do, you might break out if you do it "live" or on a machine (Dictaphone)

If you are taking something in shorthand, it means how many words can you take down per minute. If you are transcribing (say from a dictaphone or shorthand), it means how many words per minute you can transcribe.

it is the number of words you can type or write in on minute while some one is speaking. they speak to you and you copy what they say and that is a measurement of how fast you can do it.
