Earth gets closer to the Sun for about 6 months every year, and then gets further away for the next 6 months. It is closest on about January 3, and farthest away on July 7.
Nothing much happens; it's part of the seasons of the year.

Depends on how much closer. Right now, the orbit varies by about 2.5 million miles (we're closer to the sun during our winter than our summer). But, with the expansion of the sun over the last 250 years, and with Earth getting closer, I'd bet it would cause global warming.
