This drive has all my digital photos and music, very important to me but I can't afford the $500 to $2800 cost to get it fixed by a data recovery company. How can I recover my files inexpensively? Can anyone please help or send suggestions? HELP!!!

it is true that if it don't spin, it cant read and you do have to take it in because the motor died. they would have to open the drive to replace the motor, to get the info out . but it might be just the external hardware failed. just a shot, try taking it apart then connect the drive to your desktop, buy using an adapter if its a E-IED - P-ATA drive the adapter makes it mini to full size $10 - $20 for that (if its a laptop size) otherwise use the same cables like your desktop if its a full size drive. (measure from the shorter side laptop drives 2.5" desktop drives 3.5") switch the jumper to cable select or slave
on a S-ATA drive use the same cables as a desktop drive $3 -15$ for the SATA cable and power adapter. good luck

First thing to do is check all of the connections, make sure it's plugged into an operating power socket. If still nothing, then there's not much you can do but to send off to a data recovery company but they're not cheap. You will have to search around the internet for the cheapest company.
