Because they think they look good, so they wear whore as$ clothes, but when a guy is looking at them, they get all insecure and B!tchy because their not used to the attention and don't know how to handle it.

This is actually something I've speculated about from time to time. Personally, if I wore hot shorts with the word "sexy" emblazoned on the back, I'd expect guys to be staring at me. I think the reason for it is that girls just think that the shorter styles look good on them. They wear them for themselves, not for guys. And then when they see some guy staring at them it kind of jarrs them out of it. Like they weren't expecting it or something. I don't wear short shorts, so I'm certainly not an expert, but that's what I think.
Try not to stare.

Im a girl and i agree with you there - girls that moan about it shouldnt wear stuff like that!! Its prick teasing else.
I wear hotpants and I like guys staring at my **** coz I have a nice one hehe and its there to be looked at :)
