A hockey pool can be many things-you pick the most winning teams for a period of time-or a play-off pool where you pick the winners in each bracket or it can be a pool in the draft sense where you determine a draft order randomly and pick players by draft selection. Also, some pools are where you can just pick like 20 guys or whatever from everyone.
The draft style is the best (especially in the play-offs) because you are the only one that owns a paticular player and it is trickier because a guy like say, John Madden or a Corey Perry could be worth more than a Sidney Crosby because they might play an extra 20 games. (in the play-offs)

Simply, hockey pool refers to the actual league you are going to play in. The draft is just one of the ways you can set up a hockey pool.
