Oh don't stress please :-(. Everyone has been there at some point. Try this and see if it helps.
First just let me say that I prefer Cover Girl True Blend makeup. It works beautifully for most skin tones. Second I stress the importance of good brushes.
1.Foundations -. match to your neck, not your jaw line regardless of what you have always heard or been told
2. Powders - loose are easiest to work with, and I prefer the translucent kind.
3. Blush - you want to keep your blush light and airy. For your skin type a soft pink or peach would be perfect. Once again you can also get loose plush powder in Cover Girl True Blend and it works best.
3. Shadows - use browns and pinks not blues, purples, or teal colors, and most all brands will work just fine. once you gain some experience you can try olive colored greens or lavenders or other pink tinted violet shades. I have blue eyes and they work well. The trick will be knowing how to use them, where, and what shade. Like I said though, you will want to wait until you gain some experience. For this I suggest surfing the web for sights about eye makeup, such as Ladies Home Journal.
4. Lips - Try some cool colors like soft pinks or coral colors. This is where True Blend really comes in handy, because lipstick is the hardest to match with a skin tone. I like keeping very natural and use near skin color lipsticks or lipliners (yes over the entire lip, it last longer but doesn't have a shine). When I want to bring in some color I experiment with Cover Girl True Blend, and so far most all have looked really good.
5. Concealers - I suggest Physicians Formula, and you want a yellow based concealer for dark circle and a green base for red spots, scars, and blemishes.
6. Mascera - Use a brown if you have blond hair
Application:
1. Apply concealer where needed and blend well.
2. Apply foundation starting from your neck and work upward. light applications usually are enough
3. Apply a light dusting of blush with a large blush brush on the apples of your cheeks in a circular motion and work toward the hairline.
4. Apply a chamagne or vanilla shadow over your entire eye lid from lash line to brow bone.
5. Apply a darker color in a brown or pink from your lash line to the crease of your eye (or just apply in the crease)
6. Apply mascera by holding your brush horizontally with your eyes and start at the base of your lashes working upward.
7. Apply the lipcolor of your choice, and I recommend a lipbrush because it give you more control.
8. Apply a light dusting of powder over you entire face (lips and eyes too) with a large powder brush in circular motions. Besure to tap excess powder before you apply.
When you have gotten the hang of all of this you can try to step it up with liner, and other methods. I really hope that this has helped and good luck.

Try using neutrals, you are a fair girl, so you don't want to STAND OUT too much. Try Shimmering Sands tri-color eye shadows from Cover Girl. As for the lip gloss, you could go a little darker, try a plum with a gloss coat. Try wearing eyeliner inside your eye and on your lid, this will make your blue eye color stand out.

Browns look great with blue eyes. I have same as you and I like grey on lids with darker colour above, in the crease above your lid. You can use the tip of an eyeshadow applicator to gradually sweep grey colour just underneath your bottom lashes. Build up mascara, again, brown good colour. I like cream blusher, peach tone is nice. Like someone above suggested, just practice with lots of different looks. Copy some celeb looks too!!

Since your skin is like that then how about a nice brownish blush and a lipgloss and a beautiful dusty black eyeshadow.
