Depends on the outside temperature, it can be snowy at temps just below freezing, there can still be snow on the ground at temps slightly over freezing, and there can be a snow cover at temps of well below 0 (F)! Also depends on how warmly you dress from the ankle up, and whether you're a regular barefooter adjusting your body slowly to colder temperatures or if you've always worn footwear and just go outdoors with no training at all.
I've gone barefoot in winter-time and sometimes in snow for hours, with no ill effects, actually far less cold toes/numbness than when I still wore shoes! Check the (long) bottom answer to this question:
