In Photoshop how do you change the colour of a picture?

Like making an ordinary picture black and white, or with a red filter thingy...

First you can use Hue/Saturation to color the image (Go to Image, Adjustments, Hue/Saturation and check "Colorize" or you can go and set the image to Grayscale (Go to Image, Mode, Grayscale). Cheers.

To make it black and white

Image > mode > greyscale

red filter thingy

Image > adjust > photofilter

or try
Image > adjust > hue & saturation

ctrl + u

Brings up the HUE, mess with the sliders and the color will change.
