Really they should because because panties is one, be uncomfortable if you wore two, but then again why do they say a pair of panties, is that the same as a man wearing a pair of trousers, is it because both trousers and panties have two legs holes ? But bra is not the proper term it is brassiere, bra is just a shortened term but if two go in one why is it not plural. Could you not have put this in philosophy because you got me confused lol.

Bra is singular because it is a contraction of the name of the individual who first brought this garment to market. A french aviator named Jacques Brassier.

Brassier bought the original idea for a fellow who was the original inventor, a German named Otto Titzling. Now if Otto had not sold that invention, the device would be known to this day as a Titzling.. and no... I'm not making this up.

While present day modern english has only singular and plural noun cases, old and middle english had singular, plural, and dual cases. It used to be that you had one ox, two oxen, three or more oxes. This is why we still have a pair of scissors, a pair of pants, and a pair of panties.
Bra comes from the word brassier (singular).

Because more than one pair of bra could be bras. Also Panties do cover front and back and possibly because they are worn under pants.

Just a guess-maybe it's because the bra covers in one side/panties covers front and back, and have two leg holes? Just a guess.
