lazlouz2 is correct, I have done it using just a postcard.
Fold in half, make the first cut from the fold, down to the edge - stopping just short, now cut just next to it going from the edge, back up towards the fold - stop just short.
Repeat alternating the start of the cut from the fold, or from the edge.
The more you get in, the bigger the hole.
Now open up, you end up with one large hoop of paper.

Put a hole in said piece of A4.
Get a small person.
Put them through it.

Fold it in half length ways, then make small cuts in it alternately from open end to fold, and fold to open end.
