I uninstalled my printer because it has been messing evrytime I turn it on.Now I'm trying ti reinstall it and it gets to 29% and says an error has occured.Ihave my antivirus disabled and all other programs closed and my screensaver turned off.Why won't it reinstall?

I can suggest a couple of things
1: SOME printers require that the printer be either TURNED OFF or even UNPLUGGED BEFORE you install the drivers.
2: Go to your Printer's manufacturer's website and download the latest drivers for it.
3: READ the Install directions Carefully for any procedure it may require.
4: Also, be SURE to UNinstall any drivers\software for your printer then SHUTDOWN, wait a couple minutes and restart.
Then install the new drivers as instructed
