Buildings and structures are engineered/designed to account for all of the foreseeable forces that could act upon the building.

Here are some examples:

1. The building rests on foundations. The foundations are designed to account for the weight of the building, weight of items stored in the people, weight of the people using the building, weight of any snow that might accumulate on the building, etc. (plus a safety factor).

2. Most roofs are designed to carry a certain amount of snow. They are also deisgned to carry a ceratin amount of water in the event that the gutters are clogged.

3. The columns and beams in the building are designed to withstand the wind force that could be expected in the area. In Florida, buildings are designed to withstand hurricane force winds.

4. The network of beams, girders, columns, etc. are designed to withstand other natrual forces like earthquakes. In California, the buildings have additional earthquake bracing that is not found in other states.

5. Many buildings will give tell-tell signs of failure before the actaul failure (falling down). Cracked concrete, warped floors, etc. will alert people that something wrong is happening and will allow time to get a remedial fix.

Buildings don't fall down because they're made out of rigid materials connected together to create a 'skeleton' which supports the load of the buildings weight.

Mainly, their construction is such that they don't.
Some cheapo buildings do fall down and others due to earthquakes, hurricanes ..etc.
