No. The responsibility against pregnancy lies with BOTH parties not just the female.
Tubal Ligation is a permanent operation and though reversals can be tried, very few are successful. You would then limit a woman from being able to procreate if she chooses to.
Education, for both males and females, and the willingness to put it into practice, will greatly reduce unwanted pregnancies.

Despite this world being overpopulated, and that children in--well--MY society are getting worse, most women still want to have children some day. But many of them don't have the better sense to take measures to ensure that they won't get pregnant until they are ready. (And btw, even when a woman is ready, she is never REALLY ready. Who'd be ready for something that physically, emotionally, and financially taxing?)
Besides this...as long as the Religious Right exists, women will continue to be discouraged from any form of birth control, other than abstinence. And like that's working!!

Should men get "fixed"? That would be a better question, since "fixing" a male is easier and more cost effective than "fixing" a female. Why is it always the woman who has to take care of things? If men are so incompetent, then why do they run things?

The doctors will not tie your tubes just because your starting to have sex. I'm 26 and have 3 children and they still won't tie mine because I'm too young.
