Evidently, there are no rules anymore. This year, Congress, in its infinite stupidity, moved the date up to March 4, thereby forcing schoolchildren to wait in the dark for their buses. In previous years, I believe it was some time in May. In the early '70's, one year we had year-round daylight silliness time.
Why do people think that setting the clocks forward one hour gives them one more hour of daylight each day? Using that reasoning, why not set the clocks ahead 12 hours and have 24 hours of daylight per day?
Those were just rhetorical questions. No need to respond.

Spring- 'spring forward, fall back' it used to be in April in the US, but President Bush signed a new energy conservation law that also caused Daylight Savings time to change in 2007+ Now it is in March.
