The best way is to create a layer and draw over it yourself. Some programs, like Corel Draw, have a vector trace program, but it's not perfect.

The best way, better than through adobe illustrator, is to use Adobe Streamline. I find that Illustrator often muddles up the paths, and as a result, negative spaces and complex paths are confused.

Flash can also do it (Trace Bitmap), but streamline is the best.

Are you looking to just have a logo for usage? try brandsoftheworld.com, as they have a collection of eps format logos for nearly every major company.

Some vector programs come with autotrace program which works OK but won't let you clean it up. Such programs put in a million vector dots. Or, import into a layer, lock the layer, add a layer and start tracing it yourself with a pen tool.

If you have Adobe Illustrator, you use the Live Trace command.
