how does moving haliburton head quarters to dubai
while using AMERICAN TAXES to pay for the CONTRACT

the french company that was operating the ports sold their business to Dubai and they were just going to take it over. it was never an intended move. The only part of Hal moving to Dubai is an oil service company, (nothing to do with anything else) and KBR is getting spun off from Hal so all three of question have 0 to do with each other.
