Maybe they think it's more feminine; seems like the men I know don't stop staring at the chest long enough to care about long or short hair =)

Pretty and long hair is nice to look at. Short hair only looks nice on some women.

There are very few women who look good with short hair, but some can really pull it off. It depends on the individual.
