Nope, he is allowing future Presidents to decide his debacle. Bush said this himself prior to last Novembers election.

I think we can win when iraq becomes a peaceful country where Sunnis and Shittes can be at peace. I think this can be achieved be Sunni and Shiites having a confederacy-like government and how this would be created would be by having the Sunnis Shiites and Khurds talking about how this would work with input from neighboring countries such as Turkey and Iran. The Neighboring countries must be involved b/c if Iraq becomes a total confederacy turkey has said that they will invade Khurdistan b/c something like the Khurds are like terrorists to turkey. If turkey has input they can get around this problem by treaties and adjustments in power. When Iraq can govern itself how it's people want and there is peace there then we have won the war.

I don't know if we won, and I am really not sure what the purpose of the war in Iraq was. But what I can say is Jihadism was rampant well before Bush, and it stems not from our involvement in Iraq but because of our culture being so utterly different than theirs. We drink, smoke, and allow women the same freedom afforded to men, and they don't like that. So as long as we live our lives different than their radical beliefs, they will always hate us. And since I don't want to change, I think Jihadism will go on for ever.

The terms "win" and "lose" are meaningless when it comes to our presence in Iraq.
We're the only side that's setting an agenda, and the only ones defining out goals. We're the only ones drawing the finish line, so we're the only ones who can say if we met our objectives.
We can declare that we've won at any point, because we're the only ones defining what we're trying to accomplish.
